By focusing on well known video creators, IGTV(probably a play on Instagram TV) aims to attract bigger audiences and so to challenge the giant YouTube. The new app will allow 10 minute long videos and for some users an hour. You will also be able to access the service from the official Instagram app which makes it more convenient.
